Crisis Intervention Supervisor

Performs complex administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, procedures, policies, rules and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests; and coordinating program activities. Assigns and supervises the work of others.

Provides oversight to the IDD Local Authority, including the overall supervision, organization, and direction of the IDD Local Authority. Ensures the IDD Local Authority responsibilities, defined by the Texas Administrative Code and DADS Performance Contract and all applicable policies, procedures, and guidelines are followed.  Ensure any changes in guidelines, policies, procedures or rules are communicated to the Administrator of IDD Services.  Develops, implements, and monitors systems and procedures for maintaining high standards, uniformity, and consistency in the quality of work performed by staff.  Provides ongoing oversight to ensure services are delivered according to individual program plans. Ensures compliance with consumer and provider eligibility, service authorization, and documentation of service delivery.  Provides necessary assistance and support to resolve issues that may arise.  Assist in budget development and monitoring. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Education, Training, and Experience

  • This position requires a bachelor's degree in Social, Behavioral, or Human Services field coupled with one year MHMR experience. 
  • One-year Case Management or Service Coordination experience required. One year of supervisory experience preferred.

Registration, Certification, Licensure, and Other Qualifications

  • Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
  • Must possess and maintain a valid driver's license and automobile insurance.
    • Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
  • Successful completion of all position-specific training within thirty (30) days of employment is required.

Knowledge, Skills, and Abilities

  • Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques; and of program management processes and techniques.
  • Skill in identifying measures or indicators of program and staff performance and in operating a computer and applicable software.
  • Ability to gather, assemble, correlate and analyze facts; to establish goals and objectives; to devise solutions to administrative problems; to develop, evaluate, and interpret administrative policies and procedures; and to assign and supervise the work of others.
  • Ability to display regular and reliable (in-person, if required) attendance.
  • Understanding and practice of Trauma Informed Care principles.

Essential Duties

The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.

Supervises, trains, mentors, and monitors Intake, HCS/TxHmL/GR/CFC/PASRR Service Coordinator Supervisors, Team Leads, and Support Staff.

  • Is available for staff when concerns and issues arise.
  • Provides ongoing support and guidance.
  • Provides oversight of IDD Authority Services in accordance with DADS Performance Contract and applicable TAC.
  • Ensure LA programs are running according to the Performance contract and the TAC.
  • Ensures that at least 95% of all permanency plans completed per quarter meet the timeline requirements specified in Attachment S of the DADS Performance Contract.
  • Monitors CARE reports.
  • Communicates all program needs and risk related issues to the LIDDA to the IDD Director and IDD Administrator.
  • Keeps the IDD Director and IDD Administrator abreast on issues/situations as they occur.
  • Ensures submission of timely and accurate data.
  • Ensuring all documentation is completed and entered timely for accurate reporting and billing.
  • Ensure that PASRR requirements are fulfilled in accordance with Attachment G of the DADS Performance Contract.
  • Ensures PASRR requirements are fulfilled.
  • Interprets and prepares specialized reports as necessary or assigned.
  • Runs CARE reports.
  • Prepares various reports monthly, quarterly, and/or as needed.
  • Ensures that at least 95% of all enrollments per quarter into HCS and TxHmL meet the timelines specified in Attachment K of the DADS Performance Contract.
  • Monitors enrollment progress on designated spreadsheets and follows up as needed to ensure completion within designated timeframes.
  • Ensures that 100% of the HCS interest list population is contacted for biennial review as required in Attachment J of the DADS Performance Contract.
  • Monitors CARE reports.
  • Monitors and follows up with LA Team Lead.
  • Provides crisis intervention with minimal supervision.
  • Able to solve problems independently to deescalate or resolve crisis situations.
  • Program planning and interagency coordination of Medicaid service programs.  This includes ensuring participation in regular scheduled inter-agency meetings such as CRCG when representing DCMHMR in planning and development of Medicaid programs, advisory committee meetings and quality assurance activities when making recommendations for the quality improvement plan.
  • Ensures IDD staff participate in scheduled CRCG meetings.
  • Provides back up to other Service Coordinator Supervisors during absences or vacancies.
  • Provides backup to Service Coordinators during Supervisor's absences or vacancies.
  • Perform additional duties as deemed necessary by department supervisor within designated timeframes.
  • Performs assigned additional duties as requested.
  • Monitors all Service Coordination duties including, but not limited to:

  -Completion of Person Directed Plans and Service Coordination Assessments.

  -Participation in the development of Individual Plans of Care. 

  -Review of ID/RC Assessments

  -Completion of required Service Coordination contacts.

  -Monitoring of individual personal outcomes and service delivery.

  -Accurate and timely documentation of Service Coordination activity.

  -Protection of Consumer Rights

  -Completion of Permanency Plans

  -Maintenance of documentation such as the current IPC, PDP, ID/RC Assessment and Service Coordination activity.

  -Monitors program specific duties and activities.

  -Performs data entry in CARE and PUTTY.

  • Act as interim Service Coordinator as needed.
  • Carries a varied, temporary, caseload during program vacancies.
  • Monitors General Revenue services, funding, and provider/service availability.
  • Adds clients to applicable GR interest lists.
  • Sends referrals to GR service providers when there is service availability.
  • Ensures GR Targets are met as required by DADS Performance Contract.
  • Monitors and runs MBOW reports.
  • Attends regional CFC MCO meetings.
  • Attends monthly/quarterly MCO meetings as scheduled and available.
  • Develops and updates Service Coordination training curriculum as needed. Teaches and documents Service Coordination training as required by 40 TAC, Chapter 2, Subchapter L as well as training on HCS and 40 TAC, Chapter 9, Subchapter D.
  • Monitor program changes and relay those changes to Service Coordinators.
  • Provides training on program changes when needed.
  • Completes required DADS training within the Service Coordinators first 90 days of employment.
  • Monitors the Community First Choice FTP file sharing site for incoming and outgoing referrals.
  • Uploads specific MCO spreadsheets by the 7th of every month.
  • Uploads DADS CFC Closure spreadsheet by the 7th of every month.
  • Uploads incoming referrals and assigns to the IDD Intake Coordinator for completion.

Supervisory Tasks & Standards

Positions are posted and filled in compliance with Center procedures and timelines.

  • Supervisor will provide individual written supervision to the staff supervised by the position, as needed. Supervision will provide guidance for outstanding needs of staff and contractors. (i.e. Review documentation for accuracy and content or provide input) Supervisor will effectively communicate with staff the information that is needed for supervisors to effectively manage their teams and programs.
    • Positions are posted and filled timely.
    • Newly hired staff receive supervisions from month of hire through sixth month of employment.
    • Any staff having difficulties in performing their duties are receiving adequate supervision.

Performance Evaluations must be completed within required timeframes and provide accurate depiction on employee's performance and outline goals for improvement if needed.

  • No delinquent staff evaluations.
  • Ensures employees comply with education and training requirements, 100% compliance.
  • Ensures that employees are trained to perform their jobs and that various requirements of the position are communicated to the employee.
  • Supervisor will address performance issues and ensure that the staff is operating within acceptable Center guidelines.
    • All subordinates staff are current in all trainings.
    • All performance and/or attendance issues are addressed immediately.
