Program Manager of Child and Adolescent Services

General Description

Under the direction of the Director of Case Management Services and within federal, state and local guidelines performs routine administrative and supervisory program work in the Child and Adolescent Services program. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, policies, rules, and regulations; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others.

This position is responsible for the daily program oversight and ensuring compliance and care of Child and Adolescent Mental Health consumers being served by the Child & Adolescent Case Management team. This position provides direct supervision to Child & Adolescent Case Managers. This position is responsible for facilitating training and meetings internally and externally, monitoring staff productivity and document timeliness as well as program outcomes on performance measures. This position builds relationships with community partners in an organized, productive and professional manner. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment while following the Center's Guiding Principles.

Education, Training, and Experience

- Graduation from an accredited four-year college or university with a degree in Behavioral Sciences, Social Sciences, Humanities, or a related field required to qualify as a Qualified Mental Health Professional (QMHP).

· Master's degree and licensure to qualify as a Licensed Professional of Healing Arts (LPHA) preferred.

- One year's experience supervising others and two years' experience working in mental health are required.

- Prior experience working in crisis situations preferred.

Registration, Certification, Licensure, and Other Qualifications

· Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).

· Must possess and maintain a valid driver's license and automobile insurance.

o Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.

· Successful completion of all position-specific training within thirty (30) days of employment is required.

Knowledge, Skills, and Abilities

· Knowledge of

o Knowledge of community resources, of case management delivery systems, and of program policies and procedures.

o Local, state, and federal laws related to the program areas.

o Community mental health services.

o Serious and persistent mental disorders, personality disorders, and substance use syndromes encompassed in the DSM-V; as well as knowledge of common psychoactive medications used to treat neurobiological diseases of the brain.

· Skill in

o Identifying measures or indicators of program compliance and performance measures.

o Motivating staff performance.

o Operating a computer and applicable software and systems (Word, Excel, OneNote, electronic health record).

o Understanding and practice of Center's Trauma Informed Care principles.

Essential Duties

The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.

Program Leadership and Administration:

· Oversee daily operations of Child and Adolescent Services ensuring effective service delivery aligned with agency mission, policies, Texas administrative code, HHSC requirements, and best practices.

o Participates in leadership and applicable Center meetings contributing to ideas for improving program efficiency and compliance with standards.

o Reviews time sheets submitted by staff and ensure accuracy and completion by approval deadline.

o Ensure adequate staffing coverage during daytime hours (Monday - Friday 8am-5pm, with occasional variable hours as needed to support program and client needs) across all programs.

· Monitors time off request and approves/declines as appropriate.

· Performance evaluations must be completed within the required timeframes and provide an accurate depiction of the employee's performance and outline goals for improvement if needed.

· Is familiar with all applicable TAC, fidelity tools, HHSC contract information, and Center policies and procedures.

· Develop, implement, and monitor program policies, procedures, and performance standards.

o Review and update program policies, procedures, and job descriptions annually or as needed.

· Manage program budgets, staffing plans, and LOC 1-3 caseload distribution to maintain efficiency and compliance.

· Collect and analyze program data for quality assurance, reporting, and continuous improvement initiatives.

· Coordinate with other agency programs, healthcare providers, and community partners to ensure continuity of care.

· Review program design development and propose changes to improve service delivery.

· Actively participate in recruitment for vacant positions in the child and adolescent department.

o Post job vacancies and review applications in a timely manner

o Facilitate interviews

Clinical and Staff Supervision

· Provide clinical supervision, case consultation, and professional development to the child and adolescent case management team staff with face to face coaching sessions at a minimum of one time per month.

o Coaching sessions should be documented and signed by all parties to include credentials and date.

o Reports should be utilized and sent to appropriate leadership to ensure proper tracking, to include but not limited to:

· Unsigned documents report

· Staff services report

· Case manager case load report

· Flag reports (TRR's and recovery plans past due)

· Document timeliness report

· Assist staff in achieving established productivity and document timeliness standards.

o Complete productivity report for all staff once monthly and will provide information to staff in supervision.

Document Timeliness will be reviewed monthly (or more regularly as indicated by performance) and provided in staff supervisions.

· Ensure staff adherence to evidence-based practices, ethical standards, and trauma-informed care principles.

· Support staff in crisis situations, high-acuity cases, and multidisciplinary coordination.

· Facilitate regular team meetings and case conferences to promote communication, collaboration, and team cohesion.

o All team meetings should include an agenda to be completed a minimum of 2 days prior to allow for review by appropriate leadership.

o Creates and maintains a positive work environment.

· Trains staff in effective service provision, caseload management, and documentation requirements.

· Ensure staff maintain 100% Center training compliance.

· Monitor staff caseload sizes.

Quality Improvement

· Ensure all individuals served receive comprehensive, individualized, and strength-based recovery plans.

· Monitor service delivery for quality, timeliness, and fidelity to program models and contractual requirements.

· Oversee outcome tracking, documentation, and data integrity within electronic health record systems.

· Implement strategies to improve engagement, reduce hospitalizations, and support community integration.

· Ensure individuals' charts follow HHSC contract requirements and standards.

o Responds to all chart audits by assigned deadline.

o Completes a minimum of 1 child and adolescent chart audit per month per staff and provide feedback in monthly coaching or sooner as needed.

Community and Systems Collaboration

· Serve as liaison between the Child and Adolescent Case Management program, local hospitals, behavioral health providers, housing programs, and community organizations.

· Represent the program in interagency meetings, coalitions, and community outreach efforts.

· Advocate for individuals served and systemic improvements to address service gaps and barriers to care.

· Provides courteous, professional services always.

o Maintains professional boundaries.

o Interacts with center staff, individuals, and community members in a professional manner

Child and Adolescent Service Provision

Carries a child and adolescent caseload when needed. This position caseload should remain at 20 or below, where possible.

o Ensure everyone served is provided services as required by the level of care (LOC) assignment for each month.

o Maintains contact standards as defined in Texas Resilience and Recovery (TRR) guidelines.

o Administers clinical assessments and paperwork to determine appropriate level of care required to meet individual's needs.

· Administers clinical assessments and paperwork to determine appropriate level of care required to meet the individual's needs.

o Required paperwork includes Child and Adolescent Needs and Strengths Assessment (CANS), recovery plans, substance use needs inventory, MH consent to services, consent forms, and other necessary paperwork as needed.

o All documentation is completed within two business days, to meet or exceed 95% monthly.

· Provides emergency/crisis intervention when necessary, according to HHSC and Center policies and procedures.

· Participates in the Center's Zero Suicide Initiative.

o Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.

o Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of the crisis situation.

Participate in debriefing sessions with designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies are followed.

· Respond to behavioral codes within the Center when on site or respond to site as needed.

o Initiate a code blue alert in Alert Media as needed.

Completes other duties as assigned by deadlines provided, seeking guidance and clarity when needed.
