General Description
The Training and Development Director is responsible for designing, implementing, and evaluating a comprehensive workforce development strategy that ensures staff competency, regulatory compliance, and continuous professional development across all Center programs. This position oversees training programs supporting clinical, medical, administrative, fiscal, and operational staff within the Local Mental Health Authority (LMHA) and Local Intellectual and Developmental Disability Authority (LIDDA).
The Director ensures training aligns with federal and state regulations, including Texas Administrative Code (TAC), Health and Human Services Commission (HHSC) requirements, Medicaid guidelines, and accreditation standards such as Certified Community Behavioral Health Clinic (CCBHC) requirements when applicable.
The role focuses on strengthening workforce capability, improving service quality, and ensuring staff are equipped to provide safe, ethical, and effective services to individuals with mental health conditions, substance use disorders, and intellectual and developmental disabilities.
Education, Training, and Experience
- Bachelor's degree in Human Resources, Organizational Development, Education, Public Administration, Behavioral Health, or related field.
- Five (5) years of training experience required.
- Three (3) years of supervisory experience required.
- Two (2) years' experience within a Local Mental Health Authority (LMHA), Local Intellectual and Developmental Disability Authority (LIDDA), community mental health center, or CCBHC required.
- Licensed Practitioner of the Healing Arts (LPHA) preferred.
Registration, Certification, Licensure, and Other Qualifications
- Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
- Must possess and maintain a valid driver's license and automobile insurance.
- Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
- Successful completion of all position-specific training within thirty (30) days of employment is required.
Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of human resources management such as training development and organizational development. Proficient reading, writing, grammar, and mathematics skills in the English Language; interpersonal relations and communicative skills.
- Knowledge of federal, state, and local laws and regulations governing personnel activities with a strong working knowledge of the Texas Administrative Code and Department of Human Services.
- Knowledge in a variety of multimedia training platforms and methods.
- Strong presentation skills.
- Skill in oral and written communication, in conducting interviews, in using computers and human resources related software applications, and in handling multiple tasks and prioritizing.
- Skills and ability to operate common office equipment, personal computer with advanced word processing, spreadsheet, data entry, and database management.
- Very high attentiveness to details and accuracy of information processing with the ability to proofread.
- Ability to learn new or revised regulations.
- Ability to be courteous and tactful when dealing with difficult people. High sense of responsibility and ability to work effectively both independently and within a team.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Ability to promote the organization's Center culture.
- Ability to display regular and reliable in-person attendance.
Essential Duties
The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.
1. Maintains Department Operations and Leadership Oversight
- Provides leadership and oversight for the daily operations of the Training and Development Department.
- Serves as a backup trainer for Center-wide training courses as needed to ensure continuity of training services.
- May support community training initiatives, including planning, coordination, and delivery, as appropriate.
- Communication with employees and supervisors when training assessments indicate that additional coaching or competency development is needed, maintaining discretion and professionalism.
- Collaborate with the Human Resources Department to ensure employees meet licensure, certification, and competency requirements for their roles.
- Assists with tracking and monitoring re-credentialing requirements and continuing education compliance.
- Participates in Executive Leadership Team (ELT) meetings and contributes to strategic workforce development initiatives.
- Provides reports and data to Human Resources and executive leadership regarding:
- Training compliance
- Workforce skill gaps
- Leadership development progress
2. Supervises HR Development Trainers
- Supervises and mentors the Training & Development trainer(s) who is the primary trainer for New Employee Orientation (NEO) while implementing and conducting training and development programs for employees.
- Supervises and mentors the Crisis Trainer(s) who is the primary trainer for Crisis Training while implementing and conducting training and development programs for employees.
- Recruits, interviews, hires, and trains departmental staff in accordance with Center policies and procedures.
- Ensures departmental staff maintain compliance with required education, certification, and training standards.
- Oversees departmental workflow and ensures training initiatives are delivered efficiently, effectively, and within regulatory requirements.
- Provides constructive coaching, guidance, and performance evaluations to departmental staff.
3. Internal & External Audits
- Will coordinate and plan all Internal & External Audits with the HR Director and trainers.
- Ensures mandatory training is updated and completed for new hires and existing employees.
- Monthly and quarterly internal audits of employee training files.
4. Maintains HRD Policies & Procedures
- Ensures compliance with laws and regulations by regularly updating educational and training curriculum.
- Ensures all training and education materials are within Center policies and procedures, TAC, HHSC, and regulatory agencies.
5. Serves as a member of the Center's Interdepartmental Task Force.
- Participate in monthly meetings and contribute to cross-departmental collaboration and organizational initiatives.
6. Participates in the Center's Zero Suicide Initiative.
- Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.
