Director of Case Management Services

General Description

Under direction of the Senior Director of Behavioral Health Services and within federal, state, and local guidelines performs highly advanced managerial work providing direction and guidance in strategic operations and planning and weekly oversight and support of mental health case management services. This position supervises the Program Manager of Child & Adolescent and Program Managers of Adult Case Management. Work involves establishing strategic plans and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others.

Education, Training, and Experience

  • Bachelor's degree in a human services field as required to qualify as a Qualified Mental Health Professional (QMHP).
  • Two (2) years of Mental Health experience, two (2) years of experience in a community MHMR system monitoring and evaluating service delivery and three (3) years of supervisory experience required.
  • A master's degree in a human services field is preferred.

Registration, Certification, Licensure, and Other Qualifications

  • Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
  • Must possess and maintain a valid driver's license and automobile insurance.
  • Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
  • Successful completion of all position-specific training within thirty (30) days of employment is required.

Essential Duties

The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.

Ensure Program Managers and Case Managers understand and adhere to the Performance Contract expectations.

o Ensure TRR Guidelines are followed for all levels of care.

o Meet with Program Managers at least twice monthly to address Performance Contract expectations, TRR Guidelines, and TAC regulations.

o Attend department meetings monthly or as assigned to address Performance Contract expectations, TRR guidelines, and TAC regulations with case management staff.

Provide training and education for Program Managers and Case Managers for all provision of services to include but not limited to: engaging individuals served, case management skills, skills training; provision of community resources; creation of treatment plans with realistic, obtainable, and measurable goals; proper documentation in accordance with TAC, Performance Contract, and CMS guidelines; Center Policy and Procedures.

o Ensure Program Managers and Case Managers understand and adhere to all performance measures as described by HHSC.

o Work with training staff monthly to identify Case Managers needing training and retraining through modules, HRD classes, and in-person training.

o Demonstrate documented meetings with Program Managers and Case Managers regarding training provided on requirements specified in TAC, Performance Contract, and Center policy.

o Develop trainings as needed for case management programs and evaluate effectiveness of trainings with regard to desired outcomes.

Oversee monthly reports that will ensure clients are being met in accordance with TRR UM Guidelines and Center policies.

o Oversee monthly chart audits to ensure documentation is in accordance with Center policy and TAC requirements.

o Provide information from monthly department meetings and reports to Program Managers and Case Management staff.

o Ensure that chart audits occur at least monthly by each Program Manager.

o Ensure outcomes from monthly chart audits are reviewed with case management staff and action plans are developed to achieve compliance with Center policy and TAC requirements.

As appropriate, will document qualifications as a Qualified Mental Health Professional and be available to serve in such capacity to DCMHMR Center as needed.

o Provide coverage for Program Managers when needed.

o Provide coverage and assist case managers as needed.

o Ensure that confidentiality and rights of individuals served are protected and follow HIPAA guidelines.

Facilitate Center meetings as applicable.

o Attend scheduled C&A, Adult Case Manager, attendance must be in person when face to face option is provided.

o Attend monthly performance measure and UM Committee Meeting as indicated by supervisor.

o Attend academy trainings as required by HR and/or supervisor.

Creates and maintains a positive work environment.

o Establish and maintain open communication, clarity of expectations, and support.

o Provide problem resolution by use of supervisory conferences and work plans reflecting growth and development.

o Inform program leadership of team needs in a timely manner.

o Address all performance issues with employees according to Center procedures, in a timely manner and in a way that fosters employee growth and self-awareness.

o Meet with staff under his/her supervision at least monthly for supervision (more frequently as needed) to provide guidance, ongoing training, and support.

o Complete a supervision form at each session documenting the strengths and areas for growth in each employee as well as other areas discussed. Both members present should sign the form.

o Performance issues will be addressed first in supervision, then using Corrective action forms as per Center guidelines. HR and program leadership will be kept informed of progress of employee as needed.

o Continuously look for ways to improve morale such as implementation of fun ways to recognize employees going above and beyond on the team.

Network with various community partners to include providers, schools, detention centers, hospitals, and other community resources.

o Attend community workgroups, meetings, seminars, and trainings as indicated by supervisor including, but not limited to, Homeless Coalition, Denton Hunger Coalition, Mental Health Court, Denton Behavioral Health Leadership Team..

In times of absence will ensure that Mental Health Services is covered utilizing appropriately trained staff, Program Manager, or Director.

o Return calls within 10 minutes of receiving them in the order of importance. Respond by text to let staff know of delay whenever response in 10 minutes is not possible.

o Send appropriate out of office emails and designate individuals to cover important job tasks when out of the office.

o Appropriately manage program manager's time off schedule to balance staff PTO requests and department coverage. Follow protocol for approving time off, and staff situations that fall outside of protocol with supervisor.

o Communicate daily with supervisor to report any issues with contracted entities, community partners, and staff.

Ensure time is accurately reflected on timesheets and approved by given deadline of all direct reports.

o Ensure program managers have appropriately monitored staff's time for the week and approve any request or timesheets in their absence.

o Approve all requests in Time & Attendance within 2 business days for all direct reports and for staff in the absence of Program Managers.

o Ensure time is accurately reflected on timesheets each payroll period and approve them by the given deadline.

Perform additional duties as assigned.

o Assignments are completed by due date.

o Work is completed with minimal supervision.

o Ensure compliance with all contact requirements and all target numbers are met if applicable.

o Participate in events sponsored by the Center when schedule allows to show support for the Center and its programs.

Supervisory Duties

o Provides supervision to Child & Adolescent Program Manager andAdult Mental Health Program Managers. Provides individual written supervision to the employees under their supervision as needed. Supervisor effectively communicates with staff the information that is needed for supervisors to effectively manage their teams and programs.

o Newly hired staff receive supervisions from month of hire through sixth month of employment routinely and at least monthly after 6 months of employment.

o Ensures employees comply with education and training requirements, 100% compliance.

o Ensures that employees are trained to perform their jobs and that various requirements of the position are communicated to the employee.

o Supervisor addresses performance issues and ensures that the staff is operating within acceptable Center guidelines.

o Communicates with HR and posts vacant positions in a timely manner.

The Director is expected to always maintain confidentiality of Center business.

This position is expected to exhibit loyalty, honesty, and integrity to the individuals served, and staff.

  • The Director position will maintain all Confidential Information received at Denton County MHMR Center and will hold all confidential information in the strictest confidence and will exercise absolute care to prevent disclosure to others. This Director position will not disclose or divulge either directly or indirectly confidential information to others unless first authorized to do so by their supervisor or designated party. As such, the Director will be responsible for adhering to the following:

o Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.

o Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of the crisis situation.

o Participates in debriefing sessions with the immediate supervisor or designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies are followed.
