General Description
Under the direction of the Director of Case Management services and within federal, state and local guidelines provides leadership, coaching, and clinical oversight to the Centers wraparound staff ensuring the delivery of high-quality, person-centered, trauma informed, and recovery-oriented services. This role is responsible for managing program operations, supporting staff development, maintaining compliance with regulatory and contractual requirements, and promoting collaboration across internal and community partners to enhance client outcomes and system coordination.
The Program Manager of Child and Adolescent Wraparound/YES Waiver is responsible for supporting wraparound and YES waiver staff in training and adherence to program guidelines to ensure program fidelity. Working with families of children/adolescents with various mental health diagnoses and serving a criminal sentence within the community (probation) by facilitating the Wraparound Planning Process, which is family centered, community-oriented, strength-based and highly individualized. The Wraparound Planning Process addresses unmet needs both within and outside of the family's home and formal human service systems.
Other responsibilities of the program manager are to monitor and coordinate YES Waiver service provisions and service providers to individuals participating in the YES Waiver Program. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Education, Training, and Experience
· Graduation from an accredited four-year college or university with major course work in a human service field to qualify as a Qualified Mental Health Professional (QMHP), is required.
· Completion of state Wraparound trainings, including Introduction to Wraparound; Engagement in Wraparound, and Intermediate Wraparound, and Advanced Wraparound Supervisor training within the first year of hire, is required.
· Minimum of one year related mental health experience is required.
· Experience working directly with children and/or adolescents and their families for one year is required.
· Wraparound/YES Waiver experience is preferred.
· Ability to collaborate closely with a team of family members and professionals to develop and implement individualized plans of care.
· Ability to adapt to flexible schedule to meet with the family teams at times that are convenient to the team, to promote active participation of all Wraparound team members.

· Supervisor experience preferred.
· Licensed Practitioner of the Healing Arts preferred.
Registration, Certification, Licensure, and Other Qualifications
· Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
· Must possess and maintain a valid driver's license and automobile insurance.
o Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
· Successful completion of all position-specific training within thirty (30) days of employment is required.

Essential Duties
The following list outlines key responsibilities for the position; however, it is not exhaustive and does not encompass all responsibilities. Additional duties may be assigned as needed.
Program Leadership and Administration:
· Oversee daily operations of the Wraparound and YES waiver services, ensuring effective service delivery aligned with agency mission, policies, and best practices.
· Is familiar with all applicable TAC, fidelity tools, HHSC contract information, and Center policies and procedures.
· Develop, implement, and monitor program policies, procedures, and performance standards.
· Manage program budgets, staffing plans, and caseload distribution to maintain efficiency and compliance.
· Collect and analyze program data for quality assurance, reporting, and continuous improvement initiatives.
· Coordinate with other agency programs, healthcare providers, and community partners to ensure continuity of care.
· Complete YES Waiver TA Report to YES Waiver Liaison monthly, due by 9th of each month.
· Run MEV (Medicaid) to ensure there is timely follow up on those with 'Pending' Medicaid status, daily.
Clinical and Staff Supervision
· Provide clinical supervision, case consultation, and professional development to wraparound and YES Waiver staff including wraparound facilitators and support personnel.
· Ensure staff adherence to evidence-based practices, ethical standards, and trauma-informed care principles.
· Support staff in crisis situations, high-acuity cases, and multidisciplinary coordination.
· Facilitate regular team meetings and case conferences to promote communication, collaboration, and team cohesion.
· Attends monthly program calls with YES Waiver Liaison and National Wraparound Implementation Cener (NWIC) Coach.
· Trains staff in effective service provision, caseload management, and documentation requirements. Educating staff on contracts and fidelity requirements specific to YES Waiver and Wraparound programs.
· Monitor staff caseload sizes.
Quality Improvement
· Ensure all individuals served receive comprehensive, individualized, and strength-based care plans.
· Monitor service delivery for quality, timeliness, and fidelity to program models and contractual requirements.
· Oversee outcome tracking, documentation, and data integrity within electronic health record systems.
· Implement strategies to improve engagement, reduce hospitalizations, and support community integration.
· Ensure individuals' charts follow HHSC contract requirements and standards.
o Responds to all chart audits by assigned deadline.
o Completes a minimum of 1 Wraparound facilitator/YES waiver chart audit per month, per staff and provide feedback in monthly coaching or sooner as needed.
· Chart audit should include documentation submitted through CMBHS.
Community and Systems Collaboration
· Serve as liaison between the wraparound/YES program, local hospitals, behavioral health providers, housing programs, and community organizations.
· Represent the program in interagency meetings, coalitions, and community outreach efforts.
· Advocate for individuals served and systemic improvements to address service gaps and barriers to care.
· Provides courteous, professional services always.
o Maintains professional boundaries.
o Interacts with center staff, individuals, and community members in a professional manner
Wraparound and YES! Service Provision
· Carries a Mental Health caseload for Wraparound and YES Waiver when needed. This position caseload should remain at 5 or below, where possible.
· Ensure everyone served is provided services as required by the level of care (LOC) assignment.
o Maintains contact standards as defined in Texas Resilience and Recovery (TRR) guidelines.
· Administers clinical assessments and paperwork to determine appropriate level of care required to meet the individual's needs.
o Required paperwork includes Child and Adolescent Needs and Strengths Assessment (CANS), Wraparound plans, recovery plans, substance use needs inventory, MH consent to services, consent forms, and other necessary paperwork as needed.
o All documentation is completed within two business days, to meet or exceed 95% monthly.
· Provides emergency/crisis intervention when necessary, according to HHSC and Center policies and procedures.
- Participates in the Center's Zero Suicide Initiative.
· Supports individuals experiencing a crisis by promptly connecting them with appropriate Center programs, such as the Mobile Crisis Outreach Team (MCOT), Psychiatric Triage, Crisis Prevention services, and/or other applicable resources. Ensure seamless coordination to facilitate timely intervention.
· Remains with individuals, when deemed safe, to provide support and maintain a calm environment until specialized crisis staff or emergency personnel arrive to take over intervention efforts. Adheres to safety protocols to prevent escalation of the crisis situation.
· Participate in debriefing sessions with designated staff following a crisis event. Collaborate with the team to review the incident, identify lessons learned, and ensure all HHSC guidelines and Center policies are followed.
- Respond to behavioral codes within the Center when on site or respond to site as needed.
· Initiate a Code Blue alert in Alert Media as needed.
Completes other duties as assigned by deadlines provided, seeking guidance and clarity when needed.
