Program Manager of Child and Adolescent

Under the direction of the Director of Mental Health Services and within federal, state and local guidelines performs routine administrative and supervisory program work in the Child and Adolescent Services, Wraparound and Yes Waiver programs. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, policies, rules, and regulations; assisting in developing schedules, priorities, and standards for achieving program goals; and assisting in evaluating program activities. Supervises the work of others.

This position is responsible for the daily program oversight and ensuring compliance and care of Child and Adolescent Mental Health consumers being served by the Child & Adolescent Case Management team, Wraparound and Yes Waiver programs. This position provides direct supervision to Child & Adolescent Case Managers, Wraparound and Yes Waiver staff. This position is responsible for facilitating training and meetings internally, monitoring staff productivity and document timeliness as well as program outcomes on performance measures. This position builds relationships with community partners in an organized, productive and professional manner. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment while following the Center's Guiding Principles.

Education, Training and Experience (including licensure and certification)

  • Graduation from an accredited four-year college or university with a degree in Behavioral Sciences, Social Sciences, Humanities, or a related field required to qualify as a Qualified Mental Health Professional (QMHP).
    • Master's degree and licensure to qualify as a Licensed Professional of Healing Arts (LPHA) preferred.
  • Completion of state Wraparound trainings, including Introduction to Wraparound; Engagement in Wraparound, and Intermediate Wraparound, and Advanced Wraparound Supervisor training within the first year of hire, is required.
  • One year's experience supervising others and two years' experience working in mental health, are required.
  • Prior experience working in crisis situations and with Youth Empowerment Services (YES) Waiver Program or Wraparound services, preferred.

REGISTRATION, CERTIFICATION, LICENSURE OR OTHER QUALIFICATIONS:

  • Possession of a valid driver's license and current automobile insurance.
  • Individuals with an out of state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
  • Successful completion of all position-specific training within thirty (30) days of employment is required.
  • Completion of state Wraparound trainings, including Introduction to Wraparound; Engagement in Wraparound, and Intermediate Wraparound, and Advanced Wraparound Supervisor training within the first year of hire, is required.
  • Individual needs to meet the requirements to qualify as a QMHP (Qualified Mental Health Professional).
  • This position requires knowledge of causes and treatment of mental illness and related conditions.
  • This position requires adherence to all applicable laws, regulations, policies, procedures and/or guidelines of Texas Human and Health Services (HHSC) and DCMHMR. Other specific laws, regulations, policies, procedures and/or guidelines which must be followed, to include: Medicaid Rehabilitation Standards, Youth Empowerment Services (YES) Waiver Program, Texas Administrative Code (TAC), and Specifications of Performance Contracts with Texas Health and Human Services (HHSC), Case Management Guidelines/UM Guidelines, NWIC (National Wraparound Implementation Center) program guidelines.

Essential Duties

Below is a list of essential duties of the position. Other duties may be assigned as needed.

  • Reviews program design development and proposes changes to improve service delivery.
  • Participates in manager meeting to brainstorm ideas for improved service delivery. If a meeting is missed, will ensure understanding of content by reviewing the agenda and notifying the Director of Mental Health of any needed clarifications needed.
  • Reviews and updates applicable policies, procedures, and job descriptions quarterly or as needed.
  • Notifies HR of vacancies as soon as possible.
  • Interviews and pursues qualified applicants in a timely manner.
  • Completes necessary steps in HR Actions for selected candidate.
  • Completes 5 audits each month for CMH program and 2 audits each month for Wraparound/Yes Waiver, to review program accuracy and compliance and will follow up with Team Lead and staff as needed.
  • Maintains established workload targets at guideline standards stated by Texas Administrative Code (TAC) and MHMR policy.
  • Assists staff in achieving established productivity and document timeliness standards.

o Completes productivity report for all staff once monthly and will provide information to staff in supervisions.

o Document Timeliness will be reviewed monthly and provided in staff supervisions.

  • Completes Monthly Service Provision each month, by mid-month, and provides information to Senior Director, Director and to Team Lead and staff as necessary to ensure improvement in service provisions.
  • Provides courteous, professional services at all times.
  • Maintains professional boundaries.
  • Interacts with Center staff, individuals served, and community members in a professional manner while striving to follow the Center's Guiding Principles.
  • Carries a Mental Health caseload when needed to support Center mission and client care. If a caseload is active, it should remain below 20, where possible.

o While carrying a caseload, the program manager will:

  • Ensure each individual served is provided services as required by the level of care (LOC) assignment for each month.
  • When a caseload is in place, the manager will meet with 65% of caseload monthly to ensure meeting program service provisions.
  • Maintains contact standards as defined in Texas Resilience and Recovery (TRR) guidelines.
  • Administers clinical assessments and paperwork to determine appropriate level of care required to meet individual's needs.
  • Required paperwork includes Child and Adolescent Needs and Strengths Assessment (CANS), Wrap Plans, Recovery Plan, Substance Abuse Needs Inventory, MH Consent to services, consent forms and other necessary paperwork as needed.
  • All documentation is completed within two business days, to meet or exceed 95% monthly.
  • Reviews time sheets submitted by staff and ensure accuracy and completion by approval deadline.
  • Ensure adequate staffing coverage during daytime hours (Monday - Friday 8am-5pm) across all programs.

o Monitors time off request and approves/declines as appropriate.

  • Creates and maintains a positive work environment.
  • Meets with staff under their supervision at minimum monthly (or more frequently as needed) face to face to provide guidance, ongoing training, and support. Each supervision will be signed by the manager and staff using DocuSign.
  • Ensures employees complete education and training requirements, 100% compliance.
  • Performance concerns will be addressed first in supervision, then using PIP form as per Center Guidelines. Direct supervisor, Human Resources Administrator and Senior Director of Behavioral Health will be notified within 24 hours.
  • Completes quarterly team building with staff and continuously looks for ways to improve morale such as implementation of fun ways to recognize employees going above and beyond in the team.
  • Provides emergency/crisis intervention when necessary, according to HHSC and Center policies and procedures.
  • Primary staff responsible staff for maintenance and monitoring of the Yes Waiver Inquiry list and phone line. Can delegate as needed, with close monitoring.
    • Ensures contacts and follow up are conducted within the requirements of the program
    • Within 7 days will return all calls from interested parties.
    • Ensures all intakes are scheduled and completed within 7 days.

o Submits necessary paperwork from intake according to HHSC guidelines.

o Submits monthly YES Waiver Inquiry report to HHSC by deadline given.

  • Participate in monthly Wrap around coaching calls.
  • Attends monthly Program calls with Yes Waiver Liaison and NWIC Coach.
  • Trains staff in effective service provision, caseload management, and documentation requirements. Educating staff on contracts and fidelity requirements specific to YES Waiver and Wraparound.
  • Collaborate with community partners, agencies, and stakeholders to ensure seamless service delivery and access to resources and support.
    • Quarterly community outreach will be completed and documented.
  • Ensure accuracy, completion and submission of YES Waiver TA Report due by the 9th of each month.
  • Ensure accuracy, completion and submission of Yes Waiver Quarterly Report by the 15th of the month for each quarter due.
  • Effectively monitors the following and provides oversight on:
    • Create Team WFH Schedule
    • Review Tracking Sheet
    • Attends Monthly Group Supervision with each Yes Waiver and/or Wraparound Facilitator staff.
    • Monthly supervision with each staff member.
    • Monthly Team Meetings- completes agenda and follow up notes to staff after meeting completion.
  • Provides written updates to all prescribers meeting with individuals served in program.
  • Attends Performance Measure monthly meetings.
  • Attends Utilization Management Committee to ensure follow up on committee recommendations, when discussing an individual within one of the managers programs.
  • Participates in community meetings as requested by Director/Administrator.
  • Monitors and evaluates staff training.
  • Works with Team Leads to facilitate team meetings.
  • Oversees and attends team meetings to communicate any information to staff about program needs and changes.
  • Is familiar with applicable TAC, fidelity tools and Human Health & Services Commission (HHSC) contract information and Center's Policies & Procedures.
  • Skills training and rehab notes will include fidelity words and curriculum used.
  • All documentation is complete, accurate, and compliant with Center and HHSC guidelines and completed within 2 business days.
  • Maintains current knowledge on Texas Resiliency and Recovery (TRR) guidelines, Wraparound and YES Waiver Programs.
  • Performance Evaluations must be completed within the required timeframes and provide an accurate depiction of the employee's performance and outline goals for improvement if needed.
  • Performs additional duties as deemed necessary by supervisor within designated timeframes.
  • Has the ability to work independently and make decisions but seeks guidance when needed.
  • Complies with center policies, laws, regulations, and confidentiality requirements always.
    • Run MEV (Medicaid) to ensure there is timely follow up on those with 'Pending' Medicaid status, delegate as needed.
    • Update CR Board as needed to ensure staff and individuals and families served are aware of CE ending, in absence of Team Lead.
    • Monthly Wraparound Plan Feed Back- ensure receipt of Monthly Wraparound Plan Feedback from Team Lead and include in monthly program supervision.
  • Monitor staff caseloads.
  • Completes other duties as assigned.
    • All assignments given are completed in a timely manner.
    • Has the ability to work independently and make decisions but seeks guidance as needed.
